Description
osmo-ggsn is currently using ctrl_interface_setup(NULL, OSMO_CTRL_PORT_GGSN, NULL);, which always use 127.0.0.1 as bind IP.
It should be configurable through VTY like it's already done in other projects such as osmo-bsc, by using ctrl_interface_setup_dynip2 or similar.
Once it's done, update osmo-ggsn.cfg.tmpl in osmo-gsm-tester to use the correct Ip in VTY.
