Description
I'm filling the paging queue with random IMSIs from the RSL side in a test case, and at the end of the test, the queue still contains ~ 100 entries that never get flushed.
This seens to be related to the fact that I'm spreading the paging messages evenly accross all groups (0-9) while the paging group seems to get only flushed for group 1,2,10,11. More invstigation pending.

So it turns out that
- the paging code is confused as long as SI3 has not been sent via BCCH FILLING
- the paging code happily enqueues messages for non-existant paging groups
