the paging system needs a big reform:
Currrently, when we have multiple BTS in a single location area (LA),
we start paging on all of them. We might get a successful response on one of them, but all others will inevitably fail (expire).
However, we then get one SUCCEEDED callback, and might get some additional EXPIRED messages.
All the caller really wants is to get a single callback: Has paging expired [on all BTS's], or did it suceed at one BTS (ignoring whatever might have happened on other BTSs.
