Description

In 3GPP networks an "Emergency Call" is a special type of voice call which doesn't have a destination (called) phone number.

This is quite inconvenient to handle, and I doubt many external MNCC handlers would be able to handle this correctly. I suggest that we add a VTY config item to configure what is the destination phone number for emergency calls.

OsmoMSC can then translate an EMERGENCY SETUP to a normal SETUP with the phone number from the VTY.

If we want to make it extra comfortable, we could even allow to configure one different phone number for each of the emergency service categories defined in "TS 24.008 10.5.4.33
Service category", such as police/ambulance/firebrigade/marineguard/mountainrescue.
