Description

We've recently introduced a bug (see https://gerrit.osmocom.org/#/c/3748/) and we should implement a regression test for this in the TTCN-3 testsuite for OsmoGGSN

Would have been great to see an actual bug report about this here, together with a PCAP file including the "offending" packet(s).
