Wiki site is updated with information related to Authorization policy.

adoc document updated locally. During usual pdf document overview was found that chapter numbers are missing. osmoSGSN Manual, which can be downloaded from the ftp server does not have this issue.

I will check if previous version has the same issue with missing chapter numbers.

Authorization policy section is added in osmoSGSN user manual including description of 4 auth. policy modes. NS statistics and BSSGP output examples from osmoSGSN are placed in the manual. Section "GMM Implementation" is updated and the document is sent for review.
