Description
I noticed that in the openbsc.cfg that is generated by the tester, the configuration for a BTS appears twice.

I'm certain that there is no 2nd BTS but the contents from tpl/openbsc-bts.cfg is read once and written twice to the final openbsc.cfg.
This can be seen by looking at the location area code that is generated using a random function. The values of both BTS blocks are identical. Also the "bts N", the part that opens a BTS block is identical.
