Description
In order to support DTXu in OsmoBSC/OsmoNITB, we need to
- have a VTY config option (at the bts node) for enabling/disabling it, independent of DTXd
- encode the RSL/OML messages related to DTX reflecting the vty configuration
- ensure that we only use the RXlev/RXqual SUB measurements from the MS if DTXd is active (for handover decision, ...)
- ensure that we are forwarding RTP streams properly with SID frames in our internal RTP proxy

waiting for #1563:

The last bit probably will require changes in libosmo-abis API to the trame frame code to take into account DTX bits.
