Description
We currently don't send a Reject in case there are no resources to allocate an uplink TBF. This should be analogous to a IMMEDIATE ASSIGNMENT REJECT on GSM.
An uplink TBF is requested by a MS when it wants to send some packet
data to the network. Right now we can only
a) allocate a TBF if we have resources available, or
b) time out in case none are available, makig the phone retry quickly
By sending an explicit REJECT one can explicitly notify the MS that
right now it is not possible to establish uplink TBF.
When we implemented the same concept on the circuit-switched GSM side,
we significantly improved performance in overload conditions.

Currently handling immediate assignment reject is merged to osmo-pcu
